Is this software still actively developed?

Is this software still alive? Is there a place to buy a license if it is?

Unfortunately, Koi Keeper Unleashed is not being actively developed. The latest version was released in 2011 and there were no news about its development, distribution, upgrade, etc. This means that there is no way to download or purchase the application.
